The following Order declare by the headway administrator
is hereby published for general development:-
CHIEF EXECUTIVES ORDER NO. 22 OF 2002
AN
ORDER
to reconstruct and regulate the police;
WHEREAS the police has an obligation and business to function according to the Constitution, law, and democratic aspirations of the people;
AND WHEREAS such execution of the police requires it to be professional, service-oriented, and accountable to the people;
AND WHEREAS it is expedient to delineate the police role, its duties and responsibilities;
AND WHEREAS it is necessary to reconstruct the police for efficient prevention and detection of crime, and maintenance of public order;
AND WHEREAS the Chief administrator is satisfied that circumstances exist which render it necessary to make for immediate action;
NOW, THEREFORE, in pursuance of the Proclamation of necessity of the fourteenth day of October, 1999, and the Provisional Constitution Order No.
1 of 1999, and in exercise of all powers enabling him in that behalf, the Chief Executive of the Islamic Republic of Pakistan is pleased to make and herald the following Order:-
Chapter I
PRELIMINARY
1. Short title, extent and commencement. (1) This Order may be called the Police Order, 2002.
(2) It extends to the whole of Pakistan.
(3) It shall come into force at once except in the Islamabad Capital territory where it shall come into force on the date the local judicature assume office in the said territory (Chief Executives Order No. 36 of 2002 dated thirteenth November, 2002) .
2. Definitions. - (1) In this Order, unless the context otherwise requires, -
(i) Administration includes management of administrative, practicable and financial functions;
